You could also use every random amount of seconds if player is state it set to overworld or something. There are lots of ways to do it. So to answer your question. Yes, C2 can do it.

What you basically want to do is create an array with your CSV file. There is an expression called TokenAt that will parse the CSV and put each item in an array block.
I think the first step would be to really understand arrays as that is going to be your best bet for storing and sorting the information.
Here is a tutorial I did a while back using invisible sprites to trigger enemies. Maybe you could use something like that?

Are you using java 6 or 7? I remember there was a problem with 7 a while back, but I would hope they would have fixed it by now.

Well it all just depends on the client. They have different api's to implement.
As far as the FGL api, I waiting to hear by from FGL on a few questions I had, if I get it working I will let you know.
