Oops, I think the new options didn't make it in to the 32-bit build, it's only in the 64-bit one :P Woops, will fix for next build.

Out of interest does everyone with the 32-bit C2 have a 32-bit OS as well? I thought 64 bit OSs were common these days.

Currently directCanvas doesn't support Android and PhoneGap doesn't speed up the game, so your only option is CocoonJS right now.

Well, the parallax thing is one of those things we can't win: either this doesn't work or other games don't work. TBH the Anchor behavior is designed for doing that positioning for you, so I think it's OK to use that if the events don't work...

Use the Anchor behavior. Anchor it to window left, window top, window right, window bottom and it works.

Have you read Publishing and Promoting your Construct 2 game? Obviously that's for C2, you didn't mention which tool you're using.

  See expressions in the manual.

To multiply two numbers use *:

Doesn't your HUD layer have a parallax of 0, 0? Can you make a .capx demo?

Seriously, pushing the schools to install Chrome or Firefox is a much, much better solution than pushing us to support IE7 or IE8. I highly recommend going for modern browsers rather than hacking old browsers to work. We just can't support that.

See how to check for browser errors. Do any errors come up?

Perhaps the problem is in a third party plugin? A fresh install works OK here.

I'm not aware of any emulators that run games well. Emulators always tend to use software rendering. Best to use the existing export options or wait for Awesomium support for the desktop.
