If you go through frame by frame, you can see the two side panels tweening into view, then the top and bottom - both tweens with a little bounce at the end. This make a whole image. That then wobbles up and down before tweening up to reveal a copy of itself, then another stretched copy with motion blur and transparency - I'd try making that last image in an image editor rather than trying to replicate with effects.
