It is present for me. The action is called "Add remote URL" (At the bottom of the action window, under web.) in the Audio plugin.
Sorry, I know it's there... But I can't get it to play anything. It isn't mentioned in the above video, there is no example template for it, and it is only briefly explained in the manual.
I like examples.
