This forum placement is fine, though it is recommended to title it with WIP (Work in progress) in the title... but details are minor. Most people put it in the Open Topic section though.

As for buildings, I recommend using the 3d object and downloading some textures from a texture site. Some good ones can be found in the tools thread which is in Open Topic.

If you don't want 3d buildings (like the old GTA games) then I guess you can do up some placeholders for now and work on making them nice later.

I saw this forever ago... In fact I'm pretty sure someone linked it in a thread in Open Topic ages ago, but I'm too lazy/tired/careless to find it.

Looks pretty neat, but also looks very convoluted to use. Interesting that it finally came out though, I thought it was a dead project.
