  Is it the the case that the "on start of layout" event in Event Sheets is limited to only one action?

  I created an event sheet with two actions in the On Start of Layout event. It did not work. But if I put them both in a single action, it worked.

  Is this expected behavior for the Event Sheet's On Start of Layout event? I tried creating two separate events, each with a single action, and that didn't work either.
