I have used admob and iap plugin in my app
but they dont work
I have tested them in android (crosswalk) and windoes phone 8 (phonegap)

I think you omit some steps in IAP setting.
Read readme.txt again and try again.
or run example capx file in doc

What exactly do I need to do after purchasing the plugins? I'm not sure if I had an old email set up with my Paypal so I was just checking to see if it's just an email or something?

I added admob plugin then added ad units and events like in start of the layout -> show ad banner

in intel xdk I added third party plugin admob and name, plugin id and repo url
then built the project with crosswalk and tested it in my android device
it didnt work
If you use Phonegap Admob plugin, set the following.
Plugin ID: com.cranberrygame.phonegap.plugin.ad.admob

I tested your sample project using R178 construct an Ipad mini IOS8 but images remain deleted after closing the application, is there any configuration that is necessary to enable?
You need to save previous captured PhonegapCapture.CapturedImage (url) to webstorage.
Next time you exit and run the app again, load from url (webstorage) to sprite.
