I know Construct has a brilliant Particle effects plugin, but i was wondering if it was possible to create the type of effects that 'Particle Illusion' can can render ?

Yep, but you need to code them yourself using sprites and events.

No, but it's not hard. Try starting out with bullet and fade behaviors.
