How do I Keep the Menu Fixed on the Viewport Screen?

I want the PlantMenu (as well as icons, such as the CattailIcon) to be fixed on the viewport screen. Right now, the layer they're on is separate from the layer the other objects are on, and the parallax effect is set to 0.

How do I move it so it is on the top middle of the viewport?

You can use the Anchor on the parent menu panel, and attach all other menu objects to the parent with hierarchy.
