Is there a way to put the effects on all layers but the top most GUI layer or to exclude a layer from the layout effects?
Only thing I found about this is: construct.net/en/forum/construct-2/general-discussion-17/layout-or-layer-effects-56936 , but that was 6 years ago in C2
The linked post should still be accurate. Apply the effect to each layer you need it on. See if you can combine or reduce unnecessary layers if you have a lot.

I did overcome the issues quite easily with some hacks, guess reducing the layers is a hack too, but not viable for all projects. I'm just curious if this is possible
