How do I tunnel vision

basically im trying to recreate this effect

doesn't need to have all that fancy distortioning, but most importantly it needs to be "placed" where your mouse is clicked

i tried vignette but have no idea if i can place it away from the centre

There are many ways to accomplish an effect like this, my first option would be a 9 patch-object with transparent center, could you maybe explain how you would use it?

so where i click will stay revealed, and the rest will be darkened/black whichever is more doable.

and i haven't decided whether it will be circular or square, so it really depends how we go about this.
