How do I Style Progress Bars?

I know CSS pretty well but when I try to change the background color of a progress bar, it won't change. It stays a dark green color :/ I entered all different colors and hex-codes but it stays dark green. I used the code like this:

On start of layout => Set "background-color" to "#09FF00"

Please help.

On start of what layout are you setting this and for what element?

What do you mean by element and layout? Like name? LittleStain I'm trying to style a progress bar.

Umm I think its a regular layout. Sorry I don't really know about this stuff.
