Sticky footer/Layout

Is there a way to have a layout stay as footer/top

while rest is scrolling ?

You mean like Anchoring?

I don't know if you can Anchor a whole layer but you can apply it to individual sprites. Look in behaviors.

EDIT: I forgot you can also apply it to Families so that can make the job way easier for you

Layer properties - set Parallax to 0,0, scale rate to 0.

Make sure your HUD elements are on the top layer and top left of the layout where you see the dotted lines.
