I have this problem... my fog looks good and all, but it resets everytime I enter a new layout, so at first there is no fog, and then it gradually comes out of thin air. I can't think of a way to make it already be there when I enter the layout. I suppose I could make a custom startup-fog out of sprites that gradually fades while the other one is forming? But that makes it way more time consuming. Any ideas? :)
Well, it all depends on how you do your fog.

Develop games in your browser. Powerful, performant & highly capable.
You create your fog with particles... Why? You would have much more control creating it with an event-based system.
ATM I can't see any way to fix your issue, I would advise you to create the fog 'manually'.
