If you see from phone then the user can zoom in zoom out can go left right up and down and to the sides.

If the user tilt the phone then can navigate too on the 360 picture.

Yea, you could probably make it work; but there are no native plugins that do this. So, you would have to code all of the JavaScript yourself anyway.
