I think it's better to set an option : Set Particles spray or not spray in the Particles properties.
I know we can use events for this but it's better to be in the properties, Especially if we have many particles in the project.
That would do the same thing as setting the rate to 0, which you can do already.

Thank's, but if have copies from the same particle in different values "Set rate to 0" will not help.
It's not a big problem, i can set all particles not spraying on the start of layout.
