You can try to download it from and add it to your windows/system32 folder. But it's risky, check the file with anti-virus. This dll library is a part of windows, that's why another way to fix this dll error is reinstalling Windows.

I wouldn't download that dll. It's core to the windows operating system, if it's crashing then something is very wrong with your system. Have you tried upgrading your graphics card driver?
