In my oppinion here's some ideas to get a best user usage.
Guide lines (like in Photoshop) could be very usefull when designing a level.
A grid. Although C2 has the "snap to grid" option it doesn't have a visible grip per se. That could also come in handy in certain situations.
Among "Z order" and "move to layer" we could also have Select Sprite (above, down, etc). When having different sprites, sometimes it's difficult choosing the last one when's various above him.
