The water effect has some kind of issue when ran on Windows RT.

Not all effects are compatible with Internet explorer. IE11 supports webGL but some of the effects still don't work correctly.
I figured it was specific to the browser. I tried fixing it in the effect code, but had no luck. Just to be clear this works in IE11 on regular Windows. I have only found it to occur on Windows RT.
Early versions of IE11 had bugs with some WebGL shaders, but the latest version should be OK. Check your system is up to date.
