If you put Rotate speed to 0 and Rotate object to NO, the object will not start moving along the path.

Closing due to no .capx provided. Also it doesn't sound like a bug anyway, the Pathfinding behavior still keeps an internal angle even if 'rotate object' is set to 'no', and with a rotate speed of 0 it will never be able to rotate to face the target.
