It looks like you are threatened by Live2D Inc. with their funny SDK License Agreement 1.4 & 2.1.
I am a long time user of Live2D, but actually speaking Live2D SDK seems not a friendly tool for 2D Skeletal animation. No Avatar, no part-collision, webgl-based but lower than 15fps performance with only one character on mobile screen. Live2D provides only mesh animation which you can easily find better and cheaper tools as alternatives.
Live2D SDK License Agreement 1.4 & 2.1 looks like they don't want any 3rd party plugin to disturb their cool official global marketing. In my opinion it's a good news, as a Construct 2 or 3 user, who always needs plugin support to explore the possibility of game making, can simply forget Live2D and go on with other friendly better choices.
Let Live2D keep their api themselves.
