If you need to recognize the "swipe up/down" gesture and then scroll - you can use Touch AngleAt and SpeedAt expressions. With mouse it's a bit more difficult. On click remember mouse position, then while button is still down, compare distance and direction and depending on these values start scrolling.
If you want to scroll with mouse, by dragging the sprite, then it's a whole different story.
