To use the game idea normally* you don't need the permission of the copyright holder. Only if you want to use graphics/pictures, music, names ect.
If you don't use the name 'memory' or the pictures of the board game, it should be OK, but it depends of the copyright in your country and I will not guarantee anything.
*With Tetris it is different there was a trial about a game that was a complete clone.

Another game there was a problem with the copyright was 'Gina Sisters' an old game for Home Computer. The game was a clone from 'Super Mario Bros' with completely different graphic, sound and music, but the level design was identical. There was never a lawsuit from Nintendo, but it was taken out of the stores.

So is no problem if you use other games for inspiration, but you should not try to make exact clones or use graphic, sounds from the games or the name.
